I really can't, with any certainty, tell you cause and effect for your example. Best I can offer is not to get worked up over it because it has no long term implications..
If you only have the one card, $511 out of $1800 is above 20% for aggregate utilization and that is WAY higher than the near zero % you had before. A stab in the back of 20 or 30 points would not be unheard of. Regardless, no worries - as the man said "pay it off" no lingering effect.
