When does CLI/New utilization factor in to score

Is it when the next statement for that accounts cuts, time of approval, or something else?

Was excited to see my credit score go up one point when I checked boa today since I had to use another car d close to limit.

So on the 9th I went from 3300/5000 On boa to 3300/10000.
Then my citi card went from 949/2000 to 2945/3100 due to massive car problems. This happened on the 6th, and the statement cut showing this utilization.
Boa still has statement reflecting old limit, next statement will cut on may 8.

The one score increase was as of April 20th..so all factors staying the same should I expect another increase next month?

Typically the CRA's update a few days after the statement cuts.  Most cc's update with the statement balance.  I think you've crossed a threshold on utilization and will see a small score improvement.

A 1 point change can happen any day or any time for no reason at all.

If you cross an installment utilization threshold, you'll see more than a 1 point increase.
