I don't think it's as clearly defined as some would have you believe, especially in the area of revolving utilization. In my experience anything over 3% costs me points, and the higher it goes the greater the point loss.
For individual card utilization it is clear that 29% is an important threshold.

I think the most important takeaway for anyone regarding utilization thresholds is that while the thresholds may be known, what isn't known is how each of them impacts every profile. One person may have a single card cross from 45% to 55% utilization and see no score drop at all, where another person may cross that same threshold and see a 10 point drop.
