Where does the score really come from?

I have read about, and even been victimized by EQ and their sensitivity to UTI when it comes to scores. If FICO is generating the scores, why does UTI affect EQ more than the others? My balances are reported the same to all three, but only EQ takes a dive. Is FICO really generating the scores, or merely regurgitating scores given to them by the big three?

Say credit card company A reports a $500 balance increase. TU score drops a point or two, Ex drops a point or two, Eq drops 25 points. If FICO is generating the scores, why does EQ change so dramatically for the same reported information?

Each bureau takes the basic Fico algorithm and tweaks it to suit their needs.
