It includes any busniess transaction inititated by a cnsumer where the transaction gives rise to a legitimate business purpose for review of your credit history.
Examples include apps for apartment rental, utilities, cable, etc., where you will be obligated for future payments that might become delinquent.
Credit union accounts incur possible liability on your part, such as overdrafts, even if no initial extension of credit is involved.
At least that is the asserted permissible purpose routinely used by banking institutions.
