<70% installment threshold

I looked at CCT today and my  EX FICO 08 score went up 19 points!  It also added the folllowing message to the helping your score section:

 
"Your balances on mortgage and/or non-mortgage installment loans are low or substantially paid off."
 
I just wanted to confirm that the <70% installment threshold is real.  My auto loan just reported below it.  I didn't know anything about it until today, although I do see that it has been discussed previously on here.

I get installment loans substantially paid off language from my mortgage and it isn't below 70% utilization yet; it's in the 70's though.  I don't ever get any negative reason codes suggesting that my installment loan balances are too high.  All I have installment loan wise is my open mortgage.
