one credit card report $0 as my limit, is it hurting my score

I have a citi card no preset spending limit with approved limit of 33600, anything above that amount i have to pay monthly, the rest i could finance. When Citi report to the credit bureaus they are reporting a 0 credit limit. Is it reducing my credit score because it is increasing my credit utilization %.  

What can I do to fix the problem>

How can you have no preset limit, and an approved limit?

It works as follows:

I can pay the minimum payment for a balance up to my approved 33,600. Citi will allow me to charge beyond the limit of 33,600 but then it becomes a charge card and I have to pay any balance above the 33,600. Citi report that my limit on the card is $0 but my average balance is 8000 on that card. I am wondering if my utilization % is high because they report a 0$ limit.

Our Amex also show $0 as limit, as there is no pre-set limit on the card. I guess $0 means no limit, otherwise it would not make sense because a card with a $0 limit would be useless.
