What does "Maximum Flood Limit Reached" mean?

I'm trying to post here for the first time and my question has a lot of info so I tried spliting it into 3 parts, the OP and 2 replies, but the 2nd reply keeps getting rejected due to "Maximum Flood Limit Reached" but since I don't know what this means, I don't know how to address it.
