Note: In the interest of confidentiality, the following discussion relies only on info already provided by OP in this thread. No "new" account or score information about this specific situation is being revealed publicly.
Here are a few thoughts....
1. The score looks at util in 2 ways: individual acct util and overall util. In this case, a single account went from about 92% to 1%, not the overall util. We don't know how much of a drop in overall util occurred. Overall util weighs more heavily than individual util.
2. Some "buckets" give you many more points for the same util than other buckets. And, as you're probably aware, all changes in util, just like all changes in AAoA, don't translate into a score change.
3. The reports cited here were from 5/21 and 6/17. We know that the Cap One balance was lower on 6/17 and higher on 5/21, but we don't know exactly when it changed on the credit report. There was an alert on 6/17 indicating a score change to 640 from 626 on a 6/4 alert, with a corresponding report pulled on 6/17 that reflected the balance reduction on Cap One. There was no report corresponding to the 6/4 increase. How do we know that the drop in util didn't contribute to the 14 point score increase between 6/4 and 6/17?

Hi Barry, sorry to bring up an old post but my util when i mentioned back then for EQ was my total util; not just on one card.
To this day my EQ util is 1% and my TU util shows 75%.
Apart from one credit card not reporting to EQ, everything else on the report is the same.
the FICO sim tells me if I was ot pay my TU util under 10% i could be boosted up to a max of 721 so 681 to 721 range
With those two utils, there is only 1 point difference between my TU and EQ currently. At 75% util my TU is even higher than my 1% util EQ

What's the question? Is it why are your scores so close with such drastically different utils? If so, I would look to other items on your reports, such as any late payments reporting more recently on one report than another. As for the simulator, again what other differences are there between the reports -- keeping in mind the simulator is always going to be a very very rough estimate? But let me know what I'm missing and I'll try my best to answer.

I got a letter from Discover and it said my EQ FICO pulled 4 days ago for the card is 691
Today I bought a SW report and my EQ FICO is 655.
Notice that what I have been saying before that my EQ should be higher that what it is on here. On here my EQ FICO has never been that high ever. So that's why again im bringing this up since I'm confused. Are there different EQ versions like TU?

I'm not Barry, but there are different versions on all 3, several for each too! Discover is using an older or newer version of the Classic EQ FICO score.
It seems like they are using the newer version of EQ since I think the difference is the one paid collection that I ahve that's under $100.
I read somewhere that the new FICO 09 (i think they call it this way) igonores collections less than $100. So that could explain the score difference from 691 to 655. The newer FICO formula has me higher by 36 points. Cant complain
So EX also has different versions? I thought EX was the only one with one version.

Oh no, that would be too simple. While the most commonly used EX is v2, there are also v3 and v8 (FICO 8) scores.
