The reason I ask is, I just got an alert telling me my balance decreased by $185. That same card, though, gave me a big cli before I made the $185 payment. But nowhere in Scorewatch is the new credit line mentioned.

Only if the change will impact your CS and based on your alert settings. If it does not change your CS, then you will not see an alert.

It does not alert you to CLI. If the CLI changes your CS through a drop in util, then you will be alerted. You can set the goal score in preferences.
