Question on Amex JetBlue Biz Card Application

Every time I try to apply for Amex Card, I get decline message stating "Active Recovery Product" ( means Optima Oasis Card ).
But when I applied today for Amex JetBlue Biz Card, I did not get instant decline. I got message application received and will know the decision in mail.
Is it a decline just waiting to decline letter or Amex really does have heart and taking a look at my application? Or is it some thing UnderWriter will look at it and then decline? Any thoughts?
