While talking to a BofA CSR on online chat, i asked him about my bofa amex account and when could i ask for a cli. He checked my account and said my account is eligible for a cli and to go ahead and request one by calling or doint it online. Is this a sure thing when they tell you you're eligible? I know is gonna be a HP and im ok with that.

I think eligible for CLI simply means that you can request one, not necessarily that you'll be guarunteed one.
As far as inquiries are concerned, personally I don't sweat them for a CLI: it's really no different to me than opening another tradeline and absolutely within the lender's rights (and arguably it's the ones that do SP's that are coloring outside the lines) to do a HP, and BOFA pulls TU anyway for the CLI's... which is a huge *yawn* at least for me typically since I've lived in Cali for the past 8 years and everyone wants to see my EX other than dedicated EQ or TU pullers (and there's not many of this second category).

If you need a CLI or feel it may help your utility then go ahead and make the request. I wouldn't worry about a HP unless you got something on your report that you don't want the lender to see.

so i went ahead and asked for the cli and got it! i asked for 6k from 2k and got countered with 3.9k! ill take it
