Credit Management LP Help Please!!

Hello everyone Im in need of a little help please, I trying to fix my credit, Yesterday I received a letter in the mail from Credit Management LP for an account with Charter Communication. I was going to send a DV Monday but like I said they wrote me first, the account is for 138.00 and is from 2008. The letter is a settlement offer for 1/2 the amount, After I got DV from them I was going to do a PFD should I pay the settlement offer and then do a GW or should I reply with a PFD? What  would be the best approach?  All the help is appreciated.
