I'm confused about utilization - clarification please!

I have a new CC with a $1100 CL.  Suppose I charge $300 and pay $201 before my statement is printed (according to AMEX my statement will print the 30th).  That would show utilization of 9% because the carryover balance would be $99 correct?

yes
The slide from grace is really more like gliding
And I've found the trick is not to stop the sliding
But to find a graceful way of staying slid

Just remember that the date the bill is printed may not be the date the card is reported to the CRAs
