My husband and I both applied for EIDL loans as soon as we realized the severity of this crisis. Awhile later we each received $1000 advances in our business accounts with no explination. Finally, two days ago I received my email to create an account which I did, and I accepted my loan offer. That evening, my husband received his email to set up an account. Unfortunately when we click on that link, it does not give an option to create account, only to login which he can not do without creating an account but there is no option to do so.
We tried using private browsing, clearing our cookies, even using a vpn in case it is a security glitch that doesn't allow more than one account creation with per ip address. That didn't work.
I called SBA and althought my call was escalated, nobody could figure out what the problem was. I was told they do not have tech support, and we could not just speak to the loan officer over the phone. They also would not escalate my call further, and after 45 minutes, they hung up on me.
I took my laptop and parked near Starbucks, using their wifi, and I still could not access the portal to create an account.
Is there anybody out there that can help me? I am scared this program will run out of money and we will not be able to accept the disaster loan for his company.

You can try this link on Reddit.
There are two users who work for the SBA over there.
Can't guarantee they'll answer your question but it is worth exploring.
One is named Noah.....the otherher is Bill

Did you get it to work.? If not make sure that you are logged out of your profile. Double check. Sometimes it seems you are logged out and it's really not. I had to delete my login and password from Google.
I logged out of my account, but I will try deleting my username and password. Thanks for the advice.
Update: That didn't work either. frustrating.
Try safari browser.
I applied for EDIL using short form on 4/1, app #33010###. Nothing until EX credit pull on 5/8. Two generic SBA emails, I have called and called, finally today got through and escalation rep said I had “missed” checking the advance grant box on the application, so basically I am screwed. I don’t think I missed checking it, but without a screenshot of that page, not sure how I can prove that I did.
She said the EDIL steps are:
Submission
Processing (credit check) (this is the stage my app is in, still haven’t been assigned to a loan officer) -this step is also where you are invited into the SBA portal via email
Underwriting
Final review
Funding
Not sure if I will be declined after all this waiting, but super frustrated with myself if in fact I screwed up and didn’t check the box, I could swear I did.
She said it could still be weeks before I am moved from the processing stage.
the key to this is THE most important lesson I have learned on MyFICO, when dealing with CSRs, if they can't give you the answer you are seeking, HUCB until you get someone who can and keep asking for a supervisor if necessary. I spoke to TWO escalation reps today and the second one noted my file and asked them to move my app along and invite me to the portal.
BIGGEST shout out to the Reddit post earlier in this thread, it finally worked for me.
Good luck.
