You can app again in 30 days but its better if (a) you have an Experian FICO 8 score of at least 670 (b) you have a pre-approval from Amex.
Despite what you may have heard, charge cards are not necessarily easier to get that credit cards.

You were automatically denied for the Green charge card because your earlier app for the BCE was denied and you did not allow 30 days to elapse. Amex's system is programmed to reject any other apps until 30 days. So your Green app was not even processed and you didn't get a hard pull for that.

Hang in there and keep checking the AmEx prequal site ( after 30 days has passed). If you get single APR of a small range, then the prequal is generally good.

Its possible but it depends on your credit profile and history. Your mistake is in assuming that lenders make decisions just on the basis of your FICO score. I was approved for an Amex card with an Experian FICO score of 644 but I also had a long credit history and had been a member of American Express since 1995. There's a lot more that goes in to approvals and credit limits than just your credit score.
Also, with a score of 650 you're likely to only get a starting limit in the $500-1000 range and will have to wait 181 days for the chance of a credit limit increase. That's why I advised you to get your score up to around 670 to increase your chances of a reasonable credit limit.
I was approved with no FICO so it truly "depends"...
