Any reason why I receive Pre-qualified offers for Capital One Venture/Quicksilver and Citi Double Cash, but nothing for American Express or Chase?

I cold apped with Amex for my PRG and BCE, no pre quals and was still approved, with quite favorable terms as well. I'd say go for it.

Apply for the SPG via my starwood account and if approved, apply for the PRG via the AMEX site and they should count as one HP?

You should just apply for the SPG through your membership and then immediately apply for the EDP unless you just want a charge card.
