I just sent a referral to my wife to get the Green Card with the 60,000 MR SUB and we received the following message:
you are not eligible to receive the welcome offer. In determining eligibility, we considered your history with credit card balance transfers, your history as an American Express Card Member, the number of credit cards that you have opened and closed and other factors.
We cancelled the application but are confused by this message. She has never done a balance transfer, She is an AU on my Gold and Plat for a few years now. In her name she has an AMEX ED Preferred for 1 year and 10 months. She also has her own Gold card since 11/18/2022. Both are always paid in full early and she has no credit blemishes at all and her history with AMEX has been stellar.
Any idea why they would deny her the SUB on the green card? We were actually excited to add this as it gives us the ability to get 3X points on hotels not available in the AMEX Travel Portal.

there are a ton of different reasons that she could be in pop-up jail:
using a referral link they don't like, try a different referral link or the public offer since I believe it's the same 60k + 20% travel. she very well may get the SUB under a different referral or the public offer.
after a quick google search, there are 40k point referral links you could try, the public offer, including the ck offer, is 60k + 20%, you could try multiple of these options to see which might bypass pop-up jail?
too little spend, try spending more?
currently or have recently been on a SUB, might need to wait it out since the gold sub recently ended?

Would using my referral link be the problem possibly? She used my referral link for her Gold Card, so I figured it would be okay here. I would love to get my 30,000 for the referral also if possible.

it's a possibility that you can only check by using the public offer/different referral link
if you apply in private browsing with the 'apply with confidence language' with the public offer (shown below) you can see if the offer w/SUB will be provided without being locked in to accepting the card if you want to end up waiting for your referral to work instead of not using your referral
if you still get the pop-up saying no SUB (pop-up jail) from using the public offer, you'll know she's deeper into pop-up jail and the only ways out appear to be spend/time/not opening or closing amex cards

I agree with all above responses. Amex algorithms love high spends on their cards to give give out intro bonuses
