In reality, myabe it best. I've heard some very odd stories about Barclays. Though since you already have an account with them, you'd know your chances better then most others. IDK
Recent new accounts may be an issue for Chase as well, so a United card may not be an option. But I guess you could always try, it's only a HP.
Outside of MRs where they would come in handy for travel to Rio. URs have broad travel partners too, and may be more versatile than sticking to just United eco system.
Once/if you get in with Chase, then i would look at an AA card through Citi.
