Is there a time that you need to wait after getting your first Amex account before applying for another and having it only be a soft pull?
No.
There isn't any established guidance that can help point to what conditions may lead to increased odds of an existing cardholder taking another hard pull when applying for an additional AMEX card, only that the odds are very high that it would be only a soft pull.
I needed to know this as well thanks. Seems that once your a cardholder you can longer access the pre qualification site as well. Maybe someone else can chime in on this . Is there a way to get pre qualified for another card once you're already a cardholder?

Log into your online account. Go to the top left corner and hit Menu --> All Cards --> Click Apply for any you're interested in. On the next page, it'll either say "Expanding your membership is easy..." or "Congrats! You're pre approved!" That's how you'll know.

Yep. I got the delta platinum sky miles after only a month and a half



AmEx "technically" has a 1 card in 5 day and a 2 cards in 90 days Rule. It does not apply to their charge cards only credit cards. But they also don't always seem to go by it. But on a pre-approval a 2nd card would probably not show up during those periods

That's not what that means. The "Expand your membership" verbiage simply means you're not prequalified at this time for said card. You may or may not still be approved. As for the HP, in *most* cases existing cardholders will only incur an SP, but there are a few members here who have been HP'd for new accounts even as existing cardholders.
