Normally, there is no HP if they pre-qual you. The HP would come if you accepted their offer. However, if you are blacklisted, you would get no pre-quals, No harm in trying!

I checked out the Amex pre-qual 60 months after my filing and got nothing. I tried again at 61 months, and got a list of pre-qualed cards. I ended up approved for the Gold, followed within a few months by the remainder of the Amex cards in my signature.

PULL IT PULL IT you can do it, I did and I got my AMEX Everyday card, its either a yes or a no, it wont be a hard pull until you accept the APPROVAL.

I am at 5/24 until the 15th of July. I am gonna wait till around Aug 15th to apply for the Chase SP and then apply for Amex. I will keep everyone updated with my DP's once done.
