You can ignore that crap about loan balances. That's a plug and play reason that automatically appears if you have an open loan. If you had no open loan it would list as a reason something along the lines of "no recent installment loan information".
I've tried for a CLI from Amex for almost 6 months now. I've tried 3 times now. Every time its declined. I give up. Besides, I already have 15k so its no biggie.

Sounds like an income restriction that they may have for you internally. IE: Complex formula that says if you make X amount of $ a year, you can get up to a maximum of Y CL.
That sucks. Chin up! Be patient they will eventually!
Sorry OP. Take it from me, it will happen eventually. I got my first 3x increase at 61 days and then had to wait 18 months for another one. I kept trying every 90 days and then one day it went through.

At least your decline reasons are 'curable'... they've turned my down twice now due to an old account IIBK7 back in 2000 - 15 years ago!
It looks like I'll be on the 'naughty' list for the foreseeable future... LOL
