Would Amex typically deny a credit limit increase solely because I have a little over 60% utilization on one card, but an overall utilization under 30%? Thoughts?

I don't think anyone can say for sure but I definitely would suggest gettting the utilization down on that card first.

How much is your current AMEX limit? How long have you had it? Are you paying the statement balance each month or paying less than full, more than the minimum?
Which other cards do you have?
If you are 60% on a $1k AMEX, no worries. 60% on a $10k and you PIF by the due date, no worries. 60% on $20k and making only the minimum payment, perhaps a challenge. See a trend here?
I think Amex looks at income/debt and assett/liabilities more closely than other lenders. So if PIF, then it does not matter.
It also depends when was the last CLI you did with Amex. They usually allow CLI every 6 months. If you had the card for longer and never tried a CLI, take the leap and do it!
