But here's the kicker since you paid them off Amex has been known to approve apps 30-60 days after payoff
I think your scores should be a little higher before trying tho

I don't plan applying just yet. I will at year's end. I should be in the 650+ range by the end of the year. If I am denied with a HP that isn't a horrible thing. That means I am not blacklisted...

To be totally honest with you, I wouldn't even think about applying until you are basically at the 700 mark. Mid 600's even on a totally clean file with no bad history would probably be denied, and it sounds like you are not even in that boat.

I have to disagree with you. I was approved for an Amex ED card with <650 EX score and a few baddies on my report. Sure I got a crappy SL, but I was approved
You can disagree all you want, but i see quite a few Amex denial posts from people in similar circumstances.
Don't forget that just because you are an exception doesn't change the more likely outcome.
I see many people on here asking if they should apply for cards when they have low to mid 600s, high utilization, several baddies on all reports and really if any of those are true you need to just stop, get your finances under control, and wait for your credit profile to improve. There is no good reason to squeak in a bunch of 250 to 500 dollar new accounts when simply fixing the real problem and being patient would allow a handful of good SL cards with useful benefits.
