Are they "offers" or are the pre-quals?

There is no way to answer that question. Even a guess requires a lot more info. Where are these offers coming from? Web site? Snail mail? What does your profile look like? EX Fico score? Number of inquiries? AAoA? What other cards do you currently have?
well they are prequal offers
currently have a BOA cash rewards 1 year and Discover it 1 month. my TU score is 759 with those two cards being the only inquiries also no baddies

I think your odds are good for the, (I assume it's what you're talking about), Blue Cash Everyday.

Also if there's a set APR that is an indicator that the chances of approval are high. Are you in dire need of the BCE? If not you may want to take your time and see if you can get a better signup bonus than their generic $100 or $150 statement credit...the $250 offer I feel like comes around fairly often.

The only thing I can think of is that if you app for a charge card and a credit card in the same day, it's usually only one HP (not guaranteed, but in general).
However, you've mentioned you aren't interested in paying an AF, and all the charge cards have an AF so that might not be desirable for you. However the PRG (and Green card) both waive the AF the first year, so if you wanted to take one for a 'test drive' you could likely do so with a single HP.
There is a 50,000 MR point bonus available for getting the PRG, but that's beyond the scope of this post (there are tons of threads on it). I just mention it here just in case you haven't been following the threads very long and aren't aware of it.
Like others have mentioned, you'll likely have no problem getting approved for any of their cards.
