Amex with no hard pull?

Some people have sad that they getting amex cards (With existing cards) approved with no hard pull, is this real?

From what I've read here..

Approved = HP

Denied = No HP

With an approval there will always be a HP for Amex. With a denial if you're an existing card hold it should only be a SP, unless they feel they need to re-pull your credit report.

Not true. I was approved for my PRG, no HP.

Iv got the PRG and the green charge cards these past couple months with no HP. Applied for the SPG while EX was on ice and they wouldn't process unless I thawed. Got the PRG and the green while EX was on ice and they were instantly approved.

Most data points seem to suggest personal charge cards are being approved without hard pulls for some people.

There aren't enough commonalities to make any definitive statements though.
