When I started rebuilding I really thought I would be on the AMEX blacklist (I don't remember burning them, but they had previously reported about $1,800 chargeoff).
Separately, I defaluted on SLs, but was heavy into rebuilding when I signed up for the Fresh Start program. In late December reporting on those started coming through and my FICOs shot up. On 12/28, shot up from 632, where they were stuck for quite a while, to 687. The EX website instantly added a number of card suggestions, among which was AMEX BCE. I decided to apply, since I knew it woudl be a soft pull, thinking it wouldn't happen. Well, it approved me after about 10 seconds with they typical 2K limit.
Since approval of the BCE, my EX scores moved a couple of times, but it now at 785... up almost 100 points since AMEX approved me 2-1/2 months ago.
Since then, I applied for a CLI on my SDFCU Visa (from my original limit when it was secured) and my limit was doubled.
I read about the 3X CLI on the board and was hopeful that I could apply for that in late February. I put a lot of spend on the card and pay several times a month. Two statements have generated. My EX score on the AMEX website updated to 704 on 2/28, but isn't yet showing the 785 score.
1) Once my score updates, is it safe to call and ask for a CLI, since the button is locked down on AMEX's website?
2) It is likely I may get some special treatment when the score updates on AMEX's website since it's such a vast improvement... i.e., are people getting the CLI button unlocked before the four months?
3) Is it safe to ask for more than 3X given that my EX is now squeeky clean?
4) What is the soonest I might get approved for a second AMEX?

Keep in mind the following is YMMV.
normally Amex CLI request is every 90 days after a denial.
normally Amex CLI is a soft pull so ding on ur bureau
after approval it a 6 month waiting period
on the first CLI I would ask for 2.5 X current limit.
on the second CLI I Would ask for 3 X
also, what ever you ask for they will either DENY, APPROVE OR COUNTER.

I haven't gotten a CLI yet... I've just been monitoring the website to see (a) when they update my FICO and (b) when they open up the CLI button.
On the extremely conservative side: if there really is an unpaid chargeoff (at least in "recent" history) usually this would mean you shouldn't have got the card, so I would adopt a "don't poke the bear" strategy, at least for a while! So basically no requests for now.
That's assuming that the Fresh Start isn't an Amex program. If it is, then it should be OK

I'm happy to finally see some success here from the Fresh Start Program. Happy for you, angry with my situation. I'd say there's some similarities. My FICOs have all been stuck in the 630-640 range since 2019 when I first looked at them. My signature is the highest they've ever been.
I made a payment 3/30/2020 on my defaulted student loan, two weeks after the start of the moratorium. Then, it was paid off in 5/2020. So I technically should have been eligible for a refund, brought out of default, and eligible for the fresh start program. The rep submitted for my refund and it was denied a few days later bc the account was 'settled' not paid. I don't recall ever being offered a number to just pay it off completely. So now I'm ineligible, and would also be in inelegible for student loan forgiveness if that ever went through. (i got all of the supporting documents from the DOE to appeal this - posting my story for visualization and maybe someone can chime in if its worth it for me to write them back).
The DOE and Fedloan derogs are set to fall off between 8/2022 - 3/2024. I'm hoping for a jump like yours.
For you:
I would have waited a full 30 days for those new scores to report before applying for the amex, you may have gotten a better SL. I would do the same thing, waiting for those new scores to come up and let your account age just a bit longer. Its all just a matter of time, as you know. You're in, and with a really nice card. What happened from 12/28 to now that it jumped from 687 - 785?
There certainly are no recent unpaid chargeoffs. In fact, the only derogs reporting at all on any of my reports are SLs. I don't remember having anything charge off on my old AMEX, but my reports indicated otherwise, and all of that fell off. Thanks for your feedback.
@Blender... just for clarity, you're saying that you've been told that you're ineligible for a refund on payments made during the moratorium; correct? And that's because the servicer coded it as a settlement, which you said you never entered into? And that loan is now showing a zero balance and settled for less than the full amount?
This isn't really something I can speak to. But if you have other defaulted loans, then you should definitely try Fresh Start.

But when I got that intial jump of about 55 it put me in the "good" category and the EX website showed many new cards, one of which was Amex BCE. So I applied really to find out if I was on the blacklist, and it turned out I wasn't, and they approved me for $2K. At that time I knew nothing of the 3X CLE at 60 days.

All correct. It sucks, really. It's not the end of the world just a few more months and I've waited this long. But I'm interested in buying a car right now and possibly a loan later this year for home improvements and being in the next category up would certainly improve the rates offered to me.
Can't speak for unpaid COs but I can tell you that AmEx hasn't given me a CLI yet due to the Ch 13 PR that is still on my reports. It's due to fall off by December on all 3 CRAs but every time I apply for a CLI on my $10k Delta Gold that I've had for 10 months I am denied with the "Your credit report reflects a bankruptcy" reason.
I did not include Amex in it either. Not a huge deal... the SL was amazing so I'm fine waiting for more love.
@Blender, what is your UTIL? And what are the ages of your active CCs?
I see you have some decent cards and limits. If they're decently aged and if your UTIL is under 10%, given the ages of the SLs, your scores should be higher than what you're indicating.... so just trying to sort that out.
For reference, two of my scores are in the 730s, even with the original SL servicer still reporting (closed/transfered 4 years ago). I only have about $12K in lines, but only reporting a few dollars a month among all of them combined. Orignal SL servicer is not reporting on EX and that socre is approaching 800 (completely clean report). There is a 50-55 point score difference between original SL servicer reporting and not reporting.
