Two months ago, I dropped my utilization below 50% and my scores all jumped around 25-35 points.
This past month, for the first time in two years, I have started receiving “pre-selected” mailings again, a few in my mailbox every week. Chase-Slate, BOA, CapOne, and Discover are all sending me their finest glossy offerings.
I am wondering if I am likely to have good results if I go on an app spree now?
I have two bogus Fed Tax liens showing on my reports ($111,523.00 and $4333.00). After working with the IRS since these first appeared (nearly two years), I have finally gotten through to the last step and I filed form 12227 to have them vacated (filed in August). The IRS agent handling my account notified me the form has been received and is being processed. I am hopeful the liens will be off my reports by the end of the year.
My only other baddies are I have 2 accounts that show 30 day late,
-one is my CITI card only one payment paid late, was May of 2015 (am in GW campaign process, have sent 3 letters no luck yet).
-other account is auto loan with PSCU, five consecutive 30 day late, A,M,J,J,A of 2015 (also currently on GW campaign).
The cards in my wallet-
First Premier- $300 CL $0Bal (don’t judge me… I know…)
First Premier- $400 CL $0Bal
CreditOne- $1550 CL $ 350Bal (I know… same as FP….Really, I am dumping them soon!)
AMEX GREEN- PIF monthly

The IRS could take several more weeks or it could be several more months, do I keep waiting for the liens to be vacated before applying for credit? Or are the “pre-selected” mailings I am suddenly getting an indication that I am likely to be approved?
App spree now? or wait?
Offers are usally marketing techniques to lure you to app. If you can wait, then I suggest you do so until the IRS issue is resolved.
Yes those liens will continue to kill your score and your odds of approval on a new account. I got mine cleared off in august and a month later, and went on an app spree shortly after the liens were removed from my credit reports. Now, with the lack of liens and my improved utilization (down from about 55% to about 3%), my scores have jumped about 100 points across the three bureaus.
I've been there so I know that it sucks but sometimes it pays to be patient ![]()
I personally wouldn't app if I was showing anything above 9% utilization. But that's me. I'd suggest that anyone else that's not me not app unless their aggregate utilization is at 29% or less.
When you app and you've got high utilization (30% or above) you seem much more risky to the potential creditor which will both hurt your chances of approval and your chances for a favorable SL should you get approved. Rather than get approved for a card with a $1000 limit (or get denied), it makes more sense to me to wait until you get your utilization down to an excellent number and you have a better chance at say a $5000 starting limit.
OP, you also didn't mention why you want to app. Do you really need the cards now? If not, I think the answer is pretty simple that it's in your best interest to wait it out a bit.

One more thing regarding your GW campaign. I recommend really ramping up the letter sending on your end. 3 letters sent is rarely (from my experience) going to yield a result. When you have a little time, take a look at the Saturation Technique that I wrote about here:

My reason for app spree- I would like to get away from the FP and CrOne cards I have and replace them with more reputable banks. My work allows me to charge my travel expenses and then get reimbursements (I travel a lot, aprox $5000 monthly +/- $1500). This works out well for cards that offer points or cash back. Reimbursements from my office come once a month, although I try to PIF, I am often showing a high usage. Also, the balance on my CITI is from non work related charges that I am slowly getting paid down. AMEX has been my best friend but no great rewards on that card. I am thinking a few additional cards would help, the right cards.
And yes!! Love the thread on GW campaign!! Great advice, I should have been more clear in that I am on my third round of letters. Although it is my third letter, I am sending it to multiple addresses as advised.

Simple solution to this would be upgrade to PRG / Platinum then and reap the rewards. Shouldn't be an issue upgrading a charge to charge as Amex will gladly take the $450/yr AF.
Other than this I wouldn't toture yourself with apping and getting disappointing limits from your app spree that won't help with the 5-7K/mo in travel expenses if you're maxing them out and having to pay out of pocket to keep your utilization down for scoring purposes. Then again Charge cards only report "high balance" and shouldn't really factor into utilization.
Keep pushing the IRS with the liens and once they're gone you should be able to pick up a couple of decent cards with decent limits that will actually work with you and give you the space you need monthly for travel with rewards. Otherwise I picture a couple of $1-2K cards with crap rewards.
IMHO you should wait until the tax liens are deleted and while you're waiting continue to pay down the $7500 balance on your credit card.
