Are the Capital One online approvals both approved?

I did the Capital One online approval yesterday the Quiksilver one said congratulations and the Venture one was below and said "we also have this offer for you". I know people's day that the Capital One website is correct with pre-approvals unlike discover or some other cards. Is the one that doesn't say congratulations normally an approval also? Thanks everyone! :-)

Yes, Capital One's pre-qualifier is very solid. If it says "congratulations" you are pre-qualified for all of the offers they show on that page. Go for it!!

There have been instances where people who have been pre-qualified get denied.  But most of them also end in approvals. How does your credit profile look like and what are your scores?

Yes, you are pre-qualified for all of them. The top offer is just the one that is closest matched with the criteria you put on the prequalifier (credit level and what benefits you want).

Gotcha. Thanks guys. The top one (congratulations) was the QS1 (I already have QS MC). I did apply and approved for $3000. Below is the Venture. I didn't get it because I wasn't sure if they were going to do a HP on all 3 beaures again. Or if I would be approved. Scores are exp-697, tu-711, eq-702. I have 6 credit cards. 3 Cap1, 1 Barclay, 1 HSN, 1 Wal-Mart

Congrats!! If you go for the Venture right after, there is a good chance they will use the same HPs from your last app, but I think you have to do it pretty quickly. Although YMMV.

I am confused, if you already have a QS card, why take a lesser card than that? 

It is by will alone I set my mind in motion.....
Always follow these rules: Only take a HP for a new account. Always use the best rewards card for that reward category. Don't close a card unless you know you really should. Never use more than 35% of a credit limit. Recon as much and as best you can. Use the introductory period to the best advantage. Get the signup bonus. Whenever possible PIF or balance transfer so you pay less in interest. Never give an excellent rating when it is actually the norm. Always look for a discount as more is always better.
Always accept candy from strangers because they have the best candy or from people you know have good candy.
