Here's an interesting data point. I sent them a SM asking if taking the offer would result in a hard pull. Here's the relevant part of the response:

 

Thank you for contacting BECU regarding your pre-approved Visa Credit Card offer.  I am happy to assist you today.

 

Accepting this offer will not generate a hard inquiry on your credit as you have already been pre-selected.  I can see that your approval is for $3,500 with a variable rate APR of 9.15%.  You can accept this offer from within your Online Banking account or we can accept this for you over the phone.
