This may or may not be at all helpful, but here goes: it's *always* there for me. I can't remember ever not seeing it.
Kindly keep in mind, however, that it's hard to remember everything that's ever happened in 31 years of banking with BofA! My relationship with them pre-dates the Internet. 
What I'm guessing is that you'll always see the CLI button from here on out, unless something happens that would make you ineligible, such as defaulting on your account.

No, absolutely not. At least in my case. I had read that here but being as nitpicky as I am, I decided to *ask* BofA myself before hitting it. Only after I had in writing that there was no HP did I push the love button! (And got a nice increase.)
Mine used to disappear for awhile, I didn't pay attention to the timing recently but it's been back for a month or so I think.
In my prior experience, if you request earlier than 91 days after another request, it'll be denied/ignored. If you then try at 91 days, it'll likely be approved.
