Not necessarily. Often times third party/CMS providers may have a lag or delay in providing HP data - depending on which one you're subscribed to. Typically, HPs will go alongside with any BOA new applications (usually EX).

If you requested a CLI with BofA before a CC app then the CLI would of use to be a TU HP and it would of used that hard pull 99% of the time for new cards for 30 days thus wallethub and creditwise would of caught it as they monitor TU hp's.. Now that BofA new CLI policy is a SP on TU obviously you don't obtain a HP and I am 99% certain now if you looked at Experian you would see a HP for BofA on the day you applied for the card as Creditwise/Wallethub don't monitor experian which BofA uses for new cards unless in their previous state you did a CLI and obtained a HP on TU first.. If you goto this site you can see your Experian credit report for free and see if their is a HP from BofA on it as it should show or at least I bet you see one more HP than expected on your Experian file if it doesn't allow you to drill down to the creditor since free.
