Is that their version of pre approved?

nope we reccomend means nothing. It is just BOA trying to trick people into applying.
I fell for it. This is bogus. A few weeks ago it never "recommended" anything and now it does... These guys are filthy. lol

A pre-approval from any company is often a marketing plan to get you to apply. You can still apply and get denied.
Never a guarantee.
If you are offered a SPECIFIC interest rate "Congratulations! We recommend the Platinum Plus Visa card with a 0% APR for 15 billing cycles and 15.99% APR afterwards" then it's reasonable to expect an approval. If you are given vague language and a range of APRs then it's not very likely.
I just applied and got a $5K limit on BOA Cash Rewards. I had a mailer with a firm APR (14.99%) and a "pre-selected offer minimum terms" box. It had a special invitation code and an expiration date of March 1. I only got "recommendations" with APR ranges when I checked their on-line for pre-qualifying site.
