I was just approved for a Citi Simplicity Card with a CL of $1000. I was honestly hoping for more so that I can transfer a balance of $3500 from a Cap One card with a pretty high interest rate. If I am able to get a higher CL to do the balance transfer it will boost my credit score by around 45 points. What would be ideal would be to increase it high enough to transfer two of my cards to this new one but I think that is too much to hope for. If I am able to get a CL high enough for both of my cards to transfer it will actually boost my score up by 124 pts. I have never in my life been late on any payments but have high balances due to paying my college tuition for the last year solely by using my available credit. Is it too soon to ask for a CLI just to be able to transfer my balance(s) to my new card?

I'm sorry, but where in the world are you getting these "boost of 45pts and 124pts in credit scores" if you get a high CL to BT? If you are using the simulator, IMO, they are not accurate.
I was using a simulator with my current Capital One card.
