No, you cannot have both.
You could ask for PC when annual fee is posted. Of course, there will be no new SUB
Conversely, you could wait till next year, your CSP will be 4 years old, cancel it, and apply for CSR following month. If you apply too soon, you may not be eligible for sub (48 months apart)

OP apparently already has a Freedom and FU, so instead of cancelling I would probably instead PC the CSP to another Freedom 30 days before applying for the CSR. That would allow for greater leverage if a recon were needed since OP could simply offer to transfer some of that CL over in order to gain approval. By virtue of having been converted from a CSP that card would by itself already have at least 50% of the mininum required SL for a CSR.
Note to the OP that the 48 month window also takes into account when the last Sapphire SUB was paid out, not just when the card was opened.

Yes, you can PC to the Freedom but can't app for it twice.

You might want to wait for your scores to go up a bit though. From the data I saw CSR usually requires 750+ with some exceptions. You also mention baddies. It's a min. 10k SL card, they tend to be rather selective.
