Hard to say what is overall utilization? your credit is new, maybe 500 maybe 2000 hard to say, what are ur current scores? baddies?
Cap1 Auto CLI's have been random for me. My first one was 1K but the card was like 5 years old. I had never asked for a CLI before. Now I ask all the time. It doesn't hurt to click the luv button. It is independant from their steps increases. And its a SP. Good luck.
Even though Cap1 tends to "like heavy usage" this is completely a YMMV situation and is dependant (I think) on your profile as some people get the small increase while others get a large increase with similar usage.
Also you might try to get your card converted to a QS so you can get rewards for the usage you are putting on your card.
Keep using it. I carried a near max balance for almost 5 years and never got a CLI. I think you are on the right track but cannot answer your question. However, I agree with the upgrade. Every now and then go into Chat or call and ask if you are eligible for a product change to a QS, not the one with the AF. It also helps to use their prequalify tool and see if it says you are eligible for another card. I have had Platinums, and now have 2 QS1's. The QS 1's seem to be more lenient with the CLI's. That might just be my experience though.
It's as YMMV thing. By biggest increase was hitting the CLI button after my third statement cut. I was given a 1k increase. When the credit steps kicked in I was given 500. It all just depends, I repeated the cycle, charge it up and PIF. Some has gotten higher and some has only got what was in their approval letter letting you know you is enrolled in credit steps.

When you change your plat to a QS your current terms should still apply (make sure you ask before agreeing to a PC), this includes APR and AF; so if yu have no AF with your current card you should end up with a no AF QS
