Just to be clear it's against the TOS of this site to advocate freezing a report to keep a prospective issuer from having access.
Since you don't state that as your intent, I'll assume you have your EQ frozen for a different reason, and are making a simple inquiry here about how it will impact an application with Capital One.
To that end, the answer is very much YMMV.
I'll add that it would be a shame to 'burn' two HPs just to be told you can't get approved because of a freeze on the third bureau.
