That's like saying if declined quicksilver you won't get quicksilver 1 and we no that not to be the case 1,000 times over.

Yes but Venture/1 and QuickSilver/1 do not have the same relationship. The Venture's are equals, just that the V1 has no AF and less rewards, but they are both prime level and you will never see someone prequaled for just V1. Yes Venture comes with a higher limit, but V1 generally comes with the same or higher limit than the prime QS.
With QuickSilvers, the regular QS is prime, while the QS1 is not.

How do you know both Ventures are equals?  I wouldn't exactly call V1 a prime card either.

Though both will decline you based on your credit profile and C1's crazy unknown requirements, V1 tends to favor lower scores.
