I doubt they'd be using a report from that long ago, but I guess anything is possible.
They do not recon decisions, so don't waste your time on that one.
Since you plan on moving on from the card anyway, I wouldn't expend too much effort on the situation. Just accept that Capital One is an automated company and is unlikely to do any manual intervention. As mentioned the EO could (maybe) possibly help with this, but not sure I'd bother if you are getting better cards elsewhere now anyway.

I've had Capital one For YEARs. 3 accounts total 1 account loan two CCs
First Account 2012 was secured at 200. Now at 4850(Unsecured QS1)
Second CC(Platinum)opened 2014 SL at 1000 Now at 5000(QS1)
I can tell you this, I hit the CLI button every week on both accounts for 3 months
on the Denial letters they listed My credit Score was too low and got the data points from November 27 2018. and said my score 484 from equifax..(Called and complained to every CSR that would listen because I was at a 650 at the time)
I kept getting they same reason and the same date from ALL Denials from Cap from Nov- Jan.
Then Jan 25(Day the Government Opens IRONIC!!) both my cards got raised from hitting the LOVE button
