There's a large thread on the upgrade link for Capital One:

The main problem is if you're stuck capital one's rebuilder bucket, there's very few ways out of it. And upgrading won't be an option. Or if it is, a high credit line isn't going to happen.
Oh yeah, absolutely. Also, I was quite confused by something else as well so I called. Platinum is both a card type and an account type, apparently. My QS card was originally a Platinum. So I didn't think anything of it saying Platinum card ending in 9999 at the upper right corner of my statement, but when I got upgraded to QS1.. it still said Platinum card ending in 9999. So I was told that I have a QS Platinum account -- which seems to just be more confusing than its worth, or am I being gullible again?

Nope. I've been got the same thing on my paperwork. And it has 'platinum' below the MasterCard logo on the back of my QS card (upgraded from a platinum). It earns the 1.5% CB but I've firmly put it in the rebuilder pile ($2K starting limit) and I'll probably end up combining the QS credit limit with whatever card I get from capital one next and just closing the card.
I really wish I could get rid of my Cap1 cards but they are really part of the anchor for AAoA and so there they sit. I poke them every now and then to see what I can get out of them but they are rebuilder cards, definitely. Technically I think they are still considered subprime lenders even.
