Ok yesterday I went head and ask for CLI on my Capital one wallmart mastercard. The credit line was 19K, the last increase was back in March of this when I got an increase from 18K to 19K. This morning I had a document waiting for me. I open the document, and it said we are sorry your account is not eligible at this time because Capital one is reviewing all accounts for credit line usage. I called Capital one and spoke to customer rep in the US and was told that Capital one reviewing all account for usage and will be making credit limit determinations at this time and this will take couple of months doing this time Cap one will not grant cli's on any accounts and may cut credit limits on accounts base on scores and usages. Does any one know if this true, blood bath comming.
I've seen the same thing the last 3-4x I tried for one on my pathetic QS-Plat. It's been showing up for a few months now.
Sorry I posted twice I thought I had not posted correctly and post did not go through. The Question is Capital one not giving cli's at this time to any account holders at this time. If this is true then it is time to short COF they are going to crash, if they are not granting any credit increases and going to slash lot of accounts. Are any other banks go to do the same thing?
Sorry OP, It seems Cap1 is decreasing/slashing unused credit lines.
as noted in the link upthread.

The closest to this at any scale involving personal accounts is Synchrony as they have been performing CLD and outright closures on a significant number of accounts over the last few months, however they are still granting CLIs to other cardholders.
I have yet to read any significant cli with a Walmart card since its moved to Capital One. Its been a take what we give you from day one and honestly dont ever expect that to change especially given how Cap One is or was with any cli.
That is ok if don't get any more cli's on this account the last cli was for 1K which makes my credit line 19K, the problem will be if Cap one cuts my line. I will start pro testing wallmart like the rest of country is pro testing something all the time....
