High probability of no. Always have the 3 available and accessible BEFORE you app Capitol One, a known 3 bureau puller.
This right here. Very few datapoints of people being able to swing a two bureau pull for approval. I don't care enough for pulls personally but seems like a gamble for a possible denial because they couldn't access all three.
What's on EX that you dont want them seeing?
If they were to approve, and I dont think they will, they will be able to SP EX at any time.
I've seen Cap1 ARs on EX and EQ every few months or so.
Best guess is it's the bureau being hit the hardest since it seems to be the favorite among banks as a punching bag for pulls.
Not only do you risk a denial, since Cap doesn’t recon, you would then have to take the damage of an additional pull on each bureau if you wanted the card.

This OP ^^^^. Plus what's been mentioned above. IIRC, from some of your past threads, there was no indication of a fraud alert/ID theft instance with your EX file. So, if you want to take a risk with it locked and add a couple more inquiries on the other two, you're more than welcome to try it, we love GPs. Just keep in mind that if declined, they will not reconsider and you'll need to thaw all 3 if you want to try it again.
