Hi, I was thinking of applying for carecredit but before I submitted the application I noticed it is issued by Synchrony Bank .I actually just was approved for Amazon Store Card with 1400 limit. So if I applied for CareCredit would it be another hard pull and by what cra?

Yes another hard pull, but location may very.

My experience, synchrony usually uses the same CRA.

They use TU for almost all their cards but not same pull from 1 card product to another!

Based on my own experience when I applied for Amazon, Chevron, P66, Walmart they pulled TU, but I applied for Sam's Club, TJ Maxx, JCPenny, Banana Republic they pulled EXP.
