Oh yeah I might apply for an AARP card before QS so inquiries on EQ will probably be 3 but AARP doesn't pull TU so expecting inquiries to be 2.
With EX frozen they will deny you. Cap1 pulls all 3 bureaus and there are a few data points showing denails w report(s) frozen. If you unfreeze your scores I'd say you have a good chance of approval.

Yeah, they could pull any one of the three or any two of the three. They pulled EX and TU for my Amazon card.
Based on reading around and a DOC articled on which issuers will approve an app with frozen reports it looks like Cap1 will consider approval with EX or TU frozen but never EQ. As far as a pin goes I found zero data. You may be ok to app since your EX isnt frozen.

Capital One is well-known for requiring all three credit bureaus to be available for new card applications, and recent threads/posts indicate that not only has this policy not changed it's likely even more strictly enforced.
It's against the forum TOS to advocate/discuss freezing a bureau solely for the purpose of forcing an issuer pull a different one. With this in mind and since the question has been answered this thread is now locked and closed to new messages.
