Those are certainly two other telling factors, @thing2008. The lack of further available credit may indicate you're at a temporary plateau with Chase, although if you've swapped spending away from CFU to AMEX, that could play into that equation. Chase does like to see some usage to give CLIs.
Even more-so is the recent (within 12 months or less is definitely recent) high utilization on an in-house credit card. While you may have paid it off, having run it up that high and probably carrying the balance for awhile might have given them pause, especially if you were just making minimum payments for awhile. Lenders don't like to see high utilization and the longer you drag out repaying, the more they are concerned you were overly burdening your ability to repay. These are some of the things that lenders don't really tell you, but they don't like to see your balance close to the limit - even though you're technically approved for it - and they don't like to see minimum payments only - even though that's well within the cardholder agreement. Carrying a large utilization on multiple cards and making minimum payments can even lead to 'AA' (Adverse Action) where among other things, a lender may "balance chase" a consumer (continue to lower their credit limit to just above current debt until it's paid off, and sometimes close the account once paid.)

Having that ~100%, of course, is especially concerning but utilzation can become a limitation even at lower levels. (Also click on the link within the linked article for further reading.) While the FICO impacts of utilization are temporary since FICO keeps no memory of utilization (and may be related in-part to your scores rising from the high 600's to the mid-700's), lenders do keep records of how you've managed your accounts with them and could take recent higher utilization into consideration if you're applying for more credit. They may want to see more stability and moderation in usage before feeling comfortable about your credit risk.
I think with my recent approval with AMEX for the BBP I was expecting the same with Chase lol!, I think it would indeed be best to make sure I can keep my current utilization in-tact and show a stable usage and payment for the next few months.
I was thinking of going for what @GZG and seeing if a CLI over the phone could yield a positive result but they may just be wanting to see a stable history.

I wanted to update you, I was doing some thinking about your responses and received a Platinum offer from Amex.
I love the fact that there is no hard pull to add a card or even to check and pulled the trigger and was approved with a 100K welcome bonus, not the best I ever but the best I could find besides the 80k.
This was right after asking Amex for a CLI for my BCE and I was able to get a 3x.... after Chase denied on the phone as well.
I think I am going to put Chase and any cards / CLI on the back burner for a while, as I was mainly looking to start with a better travel card with the CSP and then later upgrade to CSR and now with the Amex Trifecta I think I filled that need.
Thank you guys for your help and now I can finally stop worrying about it!!

My personal evaluation - for my situation - is I find much greater value in the Chase travel cards than AMEX, but some of our members are the opposite. You could be one of them but make your own careful evaluation. The key is mainly how much organic spend you have that fits into the AMEX "coupon book" credits to wipe out the high AFs. I knew the Platinum was a hole-in-my-pocket and I had no desire for it, so I just test drove the Gold for two years. Still, I wasn't lowering my effective AF sufficiently to keep it from being a drain in MR value, so I closed it. I parked my MRs in a BBP (Blue Business Plus.). I can elaborate more if you like, but bottom line is Chase URs just work better for me. But the BBP gives me the no-risk option to play with MRs at 2x per dollar without the drag of an AF. If you can lower the effective AFs, the Platinum-Gold-BBP is a great trifecta to build MRs. If you start to have doubts, the Chase option is still there later.

The Amex Platinum is certainly a premier travel card. It's probably the best card for piece of mind when traveling. Congratulations.
One thing I've learned over the years from your same results followed by successful results is that Chase does not like multiple accounts REPORTING balances. High income, clean reports, paying in full.. doesn't matter. With Chase.. always PIF your accounts if your utilize more than one or two, before reporting dates.
