I'm happy to see my posts were helpful!
On topic: Just an opinion not backed by anything. I wouldn't wait. I'd go for the softs on both cards for the following reasons:
-typically, Citi soft pulls yield somewhere between 1200-1400. You won't usually get much more(despite inquiries) with a soft pull. Hence, them instructing you to allow for a hard pull if the increase is not enough.
-you have to wait six months between each soft pull request for Citi. The sooner you get this one, the lesser time to 6 months.
-Discover also gives the average user 1000-1500 increase despite profiles(as long as they're eligible). The 3000-4000 increases are VERY, very rare.
-Discover is currently handing out biweekly increases. So you can get another increase sooner than later. Definitely no need to have a super managed file(ie less inquiries)
There is no empirical evidence which suggests that you will get more with less inquiries with these two Banks. I could see if you were apping for a new card, but not for soft pull increases.
Question JSS3:
I got Discover IT March 8th, have had 2 statement cuts. Got turned down for luv button CLI for 'not enough experience w present credit limit'.
When should I hit the button again?

Discover says you are "eligible" after 90 days. Although they'd say this, I hardly ever saw 90 day increases granted. It seemed like a policy only on paper. Granted, this was before "The Surge" which indicates they are changing, especially with being conservative.
So, you can keep trying as it's a soft pull unless requesting to pull your report. I wouldn't EXPECT to see an increase sooner rather than later, but strange things continue to happen. A poster named, Pizza1, just got her 2nd($500) increase and she opened her account like 3 months ago. Again, these are rare occurrences, but they do happen.

Thank you Ms JSS3, very much appreciated

You guys are welcome!
I forgot the most important thing about soft pulls...they tell the CCC what's on your reports at the time they last sp'd you. Hard pulls give the current up-to-date info. So even if the op waited, chances are Citi wouldn't have seen the expired inquiries.
That's good to know!
Also hit Discover IT, instant $1000 !
Just got my new card ... the CLI option had no Soft Pull option ... i had to do a hard pull to request for a CLI ... and that optoion let's you say what kind of increase you want.
Got this stupid card with a $2,400 credit limit ... all my scores are in the 730's ... and still got denied a CLI
Pointless credit card wehn they only offer low credit lines and won't increase with a far above average score and history.
Time to just toss this in a pointless CC pile.

I'm in same boat with them. Initially approved with 2600 CL. Denied with HP. And no SP opportunities, even after 7 statement cuts.

Falcon and South,
Did you research on the forum regarding CLs for the Double Cash? Low SLs are the norm for the DC. There have been multiple convos about it with people with higher FICO scores than yours. For example, when I applied my scores were higher than 730 and I still ended up with a SL of $2600. I knew what to expect because I had done my research. If you want a higher CL you may have to take the HP. I did and I went from $2600 to 8K. Best of luck!!!
