Yes people have. However normally their 'rule' is to wait 8 days after first application.

I don't get it, while some people have been approved and some has to wait 8 days? Why is that? Sorry if it's a dumb ?
Also, to beat a dead horse some more if this topic been spoken about already
....a set APR at citi.com pre-equal is good? I am not getting the best rates but citi pre-equal me for 5 cards with a set apr of 17.9%. Wonder if there is any stock in that.
I am itching for my final and last application!
usually a prequal with a set rate is a good sign

No idea why some people are able to get past the 'rule' I do know though if you apply back to back you're more likely than not to be auto declined.
As Ojeffreyo indicates, those pre approvals are solid.
