I received today a letter from citi double cash saying I was invited to pre apply.
from reading other posts this seems to be a invitation and not pre approval, however the letter had a specific APR that I like and would be second lowest for me. Because of this APR I’m tempted to apply but I don’t want another HP especially since I got 2 recently due to some CLI that I successfully got.
i saw in another post to check their website and do a preapproval check and I did and got 3 cards I’m prequalified however the 3 cards were citi simplicity, Citigroup rewards card, citi premier card. These 3 cards APR would be higher than the offer I got from double cash back. So now I’m confused if I should try for one of the 3 I’m prequalified or try the double cash back offer I got with lower APR.
my score right now would be 650, 2 recent HP, decent income 81k and over all credit utilization 39%. With the CLI I got recently (2 HP results) my utilization should go down to possibly 30-32% but hasn’t reflected yet on my report so once it does my score should go up more. So I’m also thinking of waiting till that happens.
any advise is appreciated

The pre-screened mailer is just that... a marketing offer to apply, regardless of whether it displays a solid APR (no spread) or an invitation code. So, not a pre-approval. That being said, if your profile can support it, you can apply using the mailer and potentially be approved with the stated offer.
Typically, a variety of folks prefer the online pre-qualification channel since it tends to yield more favorable results - nothing guaranteed of course (YEMV). However, it's up to you if you would like to wait until your profile is more optimal once your overall utilization is normalized.
Offer is valid till 6-15-2019 that leaves plenty time to reflect my CLI I got plus 1 more month of bringing down my total utilization with another month of payments to cards.
