This actually happens more often than you think. I've had them removed by the CRA several times over the years.
What's your monthly spend you would put on the Citibank Double Cash?
A 1.5% card such as the Chase Freedom Unlimited would possibly yield a higher return with the easy $200 for $500 spend SUB. I would check the prequalification tool they have. Additionally, be aware of their "5/24 rule" (google Chase 5/24).

I'm well past the 5/24 which is why I didn't consider the Chase. They have been hard to deal with over the years.

Yeah, I'm thinking shenanigans on this myself. The rep also told me that the limit on inquiries varies per card. I don't know who to believe. I'm going to try to get them removed and try back...MAYBE.

These rules are always profile dependent, just like Chase, but if they deny you for inquiries they won't recon. I dealt with that when I went for the Double Cash.
