Citibank secured question again! Please help

I applied for citi card on 4/19 was approved for the citi secured card and was told through congratulations email on 4/24 (5 days after applying) that I would get my card in 7-10 business days. On Thursday I received an approval letter. Today 4/29 (12 days after applying)I received a letter with a pin# on it stating that it's incase I wanted to get a cash advance at any point in time ... but I have not recieved the card????? Is this Normal?is this the way Citibank does things in this order with the secured card. I am use to applying and then receiving my card not all of these empty envelopes. repeating information that they already sent via email. Can anyone else share their experiences?

That's normal for all Citi credit cards.  They send you approval and PIN mailers before the actual credit card.  You should receive the actual card on Monday
